The learning environments according to (Parras, 1997 p. 15-18) cited by Duarte 2003 is the setting where favorable learning conditions exist and develop. A space and a time in movement, where the participants develop capacities, competences, abilities and values. The objective of the present investigation was to carry out the design of a proposal to present to the Senior Management, which allows the strengthening of their learning environments on the Topic of Work at Heights, at a University in the city of Bogotá - Colombia, it was used a qualitative and observational method throughout the development of the investigation. The observations revealed the requirements that the institution must meet in order to have its own training center for safe work at heights and which can generate an increase in the economic muscle of the institution and an increase in the skills of professionals and Specialists graduated from it, as result data, a proposal was generated in which technical and economic specifications are described for the correct implementation of the training center for safe work at heights typical of the university institution in the city of Bogotá, Colombia.
